Do you value safe places for people to walk and ride a bicycle? This session discusses traffic calming tools and how they are being used effectively. The COVID-19 pandemic has highlighted the need for safe places for people to walk and bike within their neighborhoods and has generated new ideas to repurpose public space toward this goal. This session discusses the traffic calming toolbox and provides real-world data on performance outcomes. Our panelists provide case studies from the USA (Scott Ogilvie from the City of St. Louis), Canada (Jen Malzer from the City of Calgary), and New Zealand (Don McKenzie from the City of Auckland).
The session wraps up with tips for moving forward in our post- pandemic world and provides time for questions and answers. If you are interested in safer streets for all road users, this session is for you! |

Shawn works to develop effective and equitable transportation solutions that support community values by forging relationships and advancing forward thinking solutions. Shawn’s technical strengths are traffic engineering, transportation planning, modeling, and freeway operations. Shawn has played a key role in several innovative projects such as the reconstruction of I-64 in St. Louis, which was awarded AASHTO’s 2010 America’s Best Transportation Project in the United States. He served as project manager for the development of the Downtown St. Louis Multi-modal Transportation Plan, which was recognized by the American Planning Association (APA) for Achievement in Transportation Planning (Silver) and the East West Gateway Council of Governments for Outstanding Local Government Achievement In 2019. Shawn has been an adjunct professor of transportation engineering in the Washington University/University of Missouri in St. Louis Joint Engineering Program since 2003, where many of his 350+ former students are now leaders in the transportation profession. Shawn is heavily involved in professional organizations that support the transportation industry. He currently serves as the Board President for IPATH and serves on the Transportation for National Defense Committee of the Transportation Research Board (TRB). Shawn was the International President of the Institute of Transportation Engineers (ITE) in 2017.

Don is a chartered professional engineer in New Zealand, a Fellow of Institute of Transportation Engineers (ITE) and a Fellow of Engineering New Zealand. He was awarded a Bachelors Degree in Engineering (Civil) from the University of Canterbury in 1991, and has provided expert traffic engineering and transportation planning advice to both public sector government agencies and land development and operational clients in the private sector across the past 30 years. He regularly provides expert witness testimony before local Council and Environment Court hearing hearings. Don has presented to and chaired a number of session at previous ITE meetings and has contributed his time and energy to a number of ITE sub-committees, working groups and technical panels across areas including trip generation, parking and roundabout design. In 2017, Don mentored a Leadership ITE group which kick-started ITE’s efforts in the area of transportation planning and public health. Between 2015 and 2019 he was the Global District Director for ITE and helped to further develop the wider ITE network of global transportation professionals around the globe including development of working collaborations with fellow professionals in South Korea, Greece and the UK. Don continues to take an interest in helping to share the traffic and transport lessons from his part of the world to the benefit of all transport professionals around the globe.

Jacque has a passion for promoting transportation systems that put people first and create strong, vibrant and healthy communities. She works to support a better quality of life through projects that enhance active transportation and increase access to opportunity. Jacque has a Master of Urban Planning. She has knowledge in transportation demand modeling, growth management, real estate development, site planning, and public health. She has been involved with projects ranging from the development of neighborhood traffic calming plans, to Great Streets studies, working to promote sustainable transportation that supports users of all ages and abilities. Jacque is a member of the Bicycle Pedestrian Advisory Committee for the East West Gateway Council of Governments. Transportation Engineer Liveable Streets Division City of Calgary Canada Jen's focus is on active modes, reimagining traffic calming, and integrating tactical urbanism principles throughout the organization. Jen’s work explores equity and the ways municipalities can engage with community members of all ages for fast, meaningful change using shared decision making. In 2017, she was awarded the Sustainable Urban Transportation award by the Transportation Association of Canada. Jen was the president of CITE, Canada’s community of transportation professionals, between 2015 and 2017. Today she represents Canada on the ITE International Board, is the current co-chair of the Women of ITE subcommittee, a group looking to advance gender equity in transportation, and is a Vélo Canada Bikes board member. |

Transportation Policy Planner Planning and Urban Design Agency City of St. Louis United States Scott served on the St. Louis Board of Aldermen for eight years. While being a champion for active transportation, he passed several pieces of legislation to improve the city's non-motorized transportation amenities and policy. He also helped guide a number of complete streets, traffic calming, and trail projects to completion. Outside of the transportation realm, he passed legislation limiting campaign donations in local elections, and participated in reform to the City's tax incentive process. One of his proudest achievements was shepherding through the funding to resurface the badly deteriorated Penrose Park Velodrome, which reopened in 2019. |
